Abstract:
The study was aimed at finding out the effects of competitive tendering processes on gaining value
for money in public organizations: a case of New Juabeng Municipal Assembly, Koforidua.
The objectives of the study were: examining the competitive tendering procedures used by New
Juabeng Municipal Assembly, the challenges associated with the application of competitive
tendering procedures used by New Juabeng Municipal Assembly and identify how competitive
tendering procedures can result in getting good value for your money. The organization faces the
challenge of competitive bidding in achieving value for money. Such problems include difficulty
in defining specification, lack transparency and accountability in procuring goods and services and
inadequate skilled personnel in the procurement department. Questionnaires were used to retrieve
relevant data from Forty-Eight (48) respondents at the procurement department, stores department
and management department of the organization. The Statistical Package for the Social Sciences
(SPSS) was used to interpret the information gathered from the organization. The study revealed
that NJMA follows the competitive tendering procedure as indicated in the PPA, 2016 (Act, 914).
The assembly faces the challenges of bureaucracy, and time consuming in their process. The study
recommended that the assembly must plan ahead of time and ensure that thereis due diligence in
their competitive tendering procedures.
