ADHERENCE OF PROCUREMENT ETHICS AND VALUE FOR MONEY, IN THE PROCUREMENT OF WORKS (CASE STUDY OF METROPILITAN MUNICIPAL DISTRICT ASSEMBLIES

Abstract

This research assesses the adherence of procurement ethics on value for money. The study mainly sought to examine procurement ethical standards and practices MMDAs adopt for the procurement of works and how procurement ethics influence value for money in the procurement of works at the MMDA’s. The study was conducted using mono quantitative method with a structured questionnaire as the instrument employed to gather data from a total of 84 respondents. The study adopted purposive sampling technique to come out with the sample size. The target population constituted procurement, stores, finance, works, budget, and Engineering departments. The study findings reveal that the most significant determents of adherence to procurement ethical practices is compliance with legal framework and enhancing the overall organizational strategies of the local assemblies. Additionally, the findings indicate that, influence of procurement ethical practices enhances stakeholders’ confidence. However, lack of enforcement and resistant of staff identified to be the major challenges towards the implementation of procurement ethical practices. Lastly, the study outcome shows procurement officers are skilled and play crucial roles in ensuring that MMDAs deliver projects to communities, resulting in value for money. The study recommends that procurement officers and managers in the assemblies must reinforce ethical procurement practices and provide periodic training for staffs to enhance their understanding of the importance of ethical procurement and its impact on value for money in project procurement at MMDAs
