Abstract:
Over the past decades, public procurement has gained much attention amongst developing
countries. The object of the procurement reform in Ghana is to harmonize the processes of
procurement in the public entities to secure a judicious, economic and efficient use of state
resources in public procurement and ensure that public procurement is carried out in a fair,
transparent and non-discriminatory manner while promoting a competitive local industry. The
main objective of the study is to assess the level of compliance with public procurement reform by
public entities in Koforidua, using Eastern Regional Hospital. The researchers employed the
purposive sampling technique with a sample size of twenty-five (25) respondents. Both primary
and secondary sources of data were adopted. SPSS was used to draw the frequency tables whiles
Excel for drawing the charts. From the study, revealed that the Eastern Regional Hospital. hospital
per the procurement reforms places the procurement unit on the strategic level of management and
hence part of all decisions taken at the management level of the organisation. The study showed
that the Eastern Regional Hospital. ensures value for money at all times (68% of the respondents
agreeing to the fact), project are completed on schedule without cost (96% agreeing to this fat per
the analysis). The study revealed that there are challenges / weakness in public procurement
system. The study therefore recommended that, PPA must develop Contract Management Manual,
buyer-supplier relationship Management and record Keeping Manuals and train entities on them.
Again, the study further recommends the establishment of permanent Procurement Units and
Entity Tender Committees (ETCs) managed by qualified procurement experts to ensure an
improved overall procurement performance and compliance with the Public Procurement Act,
2016.
